The government has finalised the subsidy Petrol quota system with a mobile app. The increase in petroleum prices is directly affecting the middle class and lower middle class in Pakistan. To control this situation, the government has announced the subsidised petrol quota system on a monthly basis, with 20 liters of subsidised petrol per month. Â
The initiative is to provide relief to the bikers and rickshaw owners. The plan to extend this quota system for small car owners with up to 800cc cars is still under consideration. The system has been approved by the Oil and Gas Regulatory Authority.Â
How To Get Subsidy Petrol
Here is the step-by-step process for availing the subsidised Petrol.
- Vehicle owners will register on the app with their National Identity card and vehicle registration number, locally called the number plate.
- The eligible consumers will generate the subsidy voucher of 20 liters from the app.
- There will be a separate nozzle at the petrol pump for subsidised petrol.
- At a petrol pump, the user will scan the QR code of the attendant device. The portion you have used will be deducted from the voucher, and the remaining quota voucher can be used next time.
- If you requested more petrol than the quota available, you will not get extra fuel from the eligible quota, and the system will allocate the portion available for your subsidised quota.Â

Who Qualifies for the Subsidy?
The owners of two and three wheels vehicle will qualify for the scheme, ensuring that the quota is allocated to the middle and lower-income individuals. The government is still considering extending the subsidy to 4-wheel owners up to 800cc, while the larger cars are entirely excluded from the scheme.
Implementation of the system at Petrol Pumps
The successful distribution of the subsidised petrol system is depends heavily on the proper implementation on the petrol pumps. The retailers or pump owners are required to install the specified nozzle for the bikes and rickshaw owners. A specialised device will be provided to the retailers with the pre-installed app. Each fuel station must deploy at least two specialised mobile devices for handling the digital voucher validation. There will be a separate app for the user for vouchers and registration, and it will be introduced in a few days.
One of the primary advantages of the app-based Petrol subsidy system is its built-in safeguards against fraud and the black market. By linking fuel quotas directly to a user’s CNIC and vehicle registration, the system makes it nearly impossible to resell subsidised petrol illegally. This prevents quota overuse and ensures that the subsidy is utilized strictly by the intended vehicle owner. Furthermore, transaction monitoring allows authorities to detect unusual patterns, such as frequent refueling attempts at odd hours or locations far from the user’s registered address.
