What’s the Big Change? The E-Traffic Management System

  • What is it? As defined in the law, it is an electronic system installed and maintained for the management of traffic and the automatic recording of traffic violations by use of Artificial Intelligence through cameras installed by the Punjab Safe Cities Authority.

  1. You receive an E-Challan: The Punjab Safe Cities Authority records a violation and generates an E-Challan.

    • Contest the Charge: If you believe the ticket is a mistake, you must challenge it in the concerned court within this 15-day period.

    • If you still don’t pay, your vehicle will be impounded and will only be released after you pay the outstanding amount.
  4. Escalating Penalties for Non-Payment:
    • If your vehicle is impounded and you don’t pay the fine within 15 working days, the outstanding amount will increase by 10% every two weeks (fortnightly).
    • In an extreme case, if the accumulated fine reaches the total market value of your impounded vehicle, the authorities can auction your vehicle through the court to recover the dues.

1. Section 97

Driving a vehicle without a driving licence or with an invalid/expired licence –
Punishment: Up to 6 months imprisonment or fine, or both.

2. Section 98A

Driving in the wrong direction (wrong-way driving) or violating one-way traffic rules –
Punishment: Up to 6 months imprisonment or fine, or both.

3. Section 99B

Causing obstruction in traffic flow or blocking any road or public place –
Punishment: Up to 6 months imprisonment or fine, or both.

4. Section 105

Driving a dangerous, unfit, or unsafe vehicle, or having a vehicle that may cause harm –
Punishment: Up to 2 years imprisonment or fine, or both.

5. Section 106A

Driving a vehicle without a fitness certificate –
Punishment: Up to 6 months imprisonment or fine, or both.

6. Section 106B

Using a vehicle for purposes other than those permitted, such as carrying more passengers or goods than allowed –
Punishment: Up to 6 months imprisonment or fine, or both.

7. Section 112A

Using a mobile phone while driving –
Punishment: Up to 6 months imprisonment or fine, or both.

8. Section 112D

Driving a vehicle with an overload—carrying more passengers than the capacity –
Punishment: Up to 6 months imprisonment or fine, or both.

9. Section 112E

Driving a vehicle without wearing a helmet (for bikers) or a seatbelt (for drivers) –
Punishment: Up to 6 months imprisonment or fine, or both.

Section 89A

Violating road behaviour rules, including lane discipline, safe distance, and basic traffic ethics.
Considered a punishable offence.

Section 89B

Driving dangerously, such as overspeeding or reckless manoeuvres. Also, a punishable offence.

What If Someone Else Was Driving My Car?
